On 1 January 2025, Tranche 3 will go functionally live. These include topics IC257 ‘Settlement GV Telemetrie Elektriciteit’ (‘Settlement GV Telemetry Electricity’) and IC252 ‘Verrekenproces Meetfouten GV’ (‘Settlement Process Measurement Errors GV’). These 2 topics replace the current process IC011B Verrekenen Allocatiefouten individueel gealloceerde aansluitingen’ (‘Settlement of Allocation Errors for Individually Allocated Connections’).
In order to ensure that the transition from the existing process to the new processes runs as smoothly as possible, transition agreements have been made. These transition agreements will start in October 2024 and will have an impact on the system operators and the parties responsible for balance (BRP’s) and their underlying suppliers.
Why transition agreements?
The current IC011B process involves a settlement between the system operators and the BRP’s. However, the new IC252 settlement process settles between the system operator and the supplier. The transition from the existing IC011B process to the new IC252 settlement process therefore requires attention and some transition measures to prevent both processes from overlapping. Otherwise, uncertainty will arise between market parties about who is involved in which settlement.
Updated IC011B timelines as of October
In order to allow for a transparent transition, it has been agreed with the relevant market roles that the timelines of IC011B will be temporarily adjusted so that the processes do not run in parallel. The first transitional measure concerns the agreement that from October 2024 onwards, the IC011B settlement proposals will be submitted directly as a final settlement overview by the system operator to the BRP.
4 final settlement statements in October
As a result of the transitional measures, the BRP’s will receive the final settlement statements from the system operators for the process months of April to July 2024 in the first week of October 2024. For October 2024, the timeline is as follows:
- No later 11 October: the system operator sends the final settlement statements for the process months of April to July 2024 by 11 October at the latest.
- No later than October 25: the BRP has until 25 October to contact the system operator if there are questions about the final settlement statement relating to the process months of April to July 2024 or if the BRP does not agree with the settlement overview provided.
- From 28 October: the system operator will start the invoicing process for the process months of April to July 2024 from 28 October.
From November: after October 2024, the system operator will submit one or more final settlement proposal(s) in the first week of each month in accordance with the overview of the agreed transition measures. From the last week of the month, the system operator will invoice for the relevant process month. In the intervening period, the BRP has the opportunity to contact the system operator about this.
