On Friday 11 October, the Portfolio Steering Committee (PFSG) established the planning of Tranche 4 of the Allocatie 2.0 programme. The implementation phase will start on 8 November and the go live on 1 May 2026.
Topics
For Tranche 4, 3 topics are in scope:
- TS039-IC283 ‘Restantvolume Configuratie’ (‘Residual Volume Configuration’)
- TS040-IC258 ‘Slimmemeterallocatie’ (‘Smart Meter Allocation’)
- TS041-IC247A ‘Optimalisatie meetketen voor kleine aansluitingen (kleinverbruik)’ (‘Optimisation of the measurement chain for small connections (small consumption)’)
Planning
For Tranche 4, the following T-moments have been established:
- T1: start implementation = 8 November 2024
- T2′: start of Lead Group Tests = 5 January 2026
- T2: start of User Acceptance Testing = February 2, 2026
- Go live = May 1, 2026
Simultaneous release topic TS046-IC280 Light
It is planned to release topic TS046-IC280 Light (Reconciliation messages PRF to XML) simultaneously. But the topic is not part of Tranche 4. For TS046-IC280 Light, this is the planning:
- T1: start implementation = 8 November 2024
- T2′: start of Lead Group Tests = 1 September 2025
- Start Qualifying = December 1, 2025
- Go live = May 1, 2026
Topic TS045-IC286 out of scope
The topic TS045-IC286 ‘Informatiestroom intervalvolumes per Aansluitpunt’ (‘Information flow interval volumes per Connection Point’) is not yet part of the scope of Tranche 4. The topic depends on a ministerial regulation (MR) under the new Energy Act. The publication of the MR may take so long that this topic can no longer be added to Tranche 4 and may be released separately at a later date.
Flanking topics
The suppliers have expressed their concerns that the scope of Tranche 4 is too narrow to allow the entire measurement and mutation chain for small consumption to function. This requires flanking topics. These topics depend on the Energy Act to be delivered and in particular on the MR. If the flanking topics are established and implemented with delay, this may have consequences for the planning of Tranche 4. In that case, a Request for Change (RFC) may be required.
