For the Congestion Management project, the GMM MFF adopted 2 Requests for Change (RFCs) on Wednesday 26 February. They relate to topic TS048 ‘Inzicht in marktrollen per allocatiepunt en allocatiepunten per congestiegebied’ (‘Insight into market roles per allocation point and allocation points per congestion area’).
These are the following RFCs:
- RFC-025-CMT-TS048 ‘Peildatum in verzoek of een CSP actief is’ (‘Reference date in request whether a CSP is active’)
According to the topic TS048, as a balance responsible party (BRP) or supplier, you can only use the system date to query whether a congestion service provider (CSP) is active at an allocation point. This does not fit in with the generic retrieval pattern in registers where you can also search with a reference date and not just with the system date.
The RFC describes the following solution: in the query whether a CSP is active at an allocation point, it is also possible for a BRP or supplier to provide a reference date. - RFC-027-CMT-TS048 ‘Distribueren mutatie aanwezigheid CSP op een allocatiepunt’ (‘Distributing mutation presence CSP at an allocation point’)
The topic document TS048 only describes the possibility for the BRP and the supplier to query whether a CSP is active at an allocation point, but not the distribution of a change in this register. This is not in line with the generic distribution pattern in registers, where the relevant market parties are informed about a change in the register.
The RFC describes the following solution: the BRP and the supplier receive a notification in the event of a change in the registration of a CSP at an allocation point where the relevant BRP and LV are registered.
The 2 RFCs have been published on the Energiedatawijzer. The topic team will process them in the topic document TS048 and have a new version adopted by the GMM MFF.
