MFFBAS is taking important steps in tackling the national congestion problem. The Collective Congestion Management within MFF has reached an important milestone with the adoption of the topic TS049 ‘Transfer of Energy’. Together with the earlier identification of topics in Phase 1 – ‘Prognoses’ (‘Forecasts’) and ‘Inzicht In’ (‘Insight into’) – the way is cleared for the actual implementation of measures that will alleviate the congestion problem nationally.
Topic TS047/TS050: Forecasts and updates of forecasts by affiliates
With the identification of the first topics, the preparation for the implementation of Phase 1 has started. For TS047/TS050 ‘Forecasts’, this includes the preparation of Net code changes in collaboration with Netbeheer Nederland, so that connected parties (with a connection capacity greater than 1 MW) can easily submit their forecasts. This can be done directly or with the support of a qualified service provider. This will improve the quality of grid safety analyses and contribute to lower societal costs through more efficient congestion solutions.
Topic TS048: more insight for all market roles
TS048 ‘Insight into’ provides all market roles with the information they need to perform transparent and auditable processes, such as mutual settlements or the visibility of whether connected parties participate in the provision of congestion services. Work is underway on the architecture and specification of the message traffic, so that all relevant market roles have timely insight into the participation of connected parties in congestion services and so that they are informed when redispatch is activated for the connection.
TS049 ‘Transfer of Energy’: clarity on the handling of energy and imbalance due to redispatch
With TS049 ‘Transfer of Energy’, the sector establishes agreements on imbalance and nomination adjustment after activation of congestion services (redispatch). This creates clarity for affiliates, owners of closed distribution systems (GDS’s), balance responsible parties (BRP’s), congestion service providers (CSP’s) and suppliers about the way in which imbalance risks are captured when redispatch is activated.

Congestion Management Phases 2 and 3
In addition, work is underway on the following phases of Congestion Management: Phase 2 (TS051/TS052 Validatie en Conflicterende biedingen’ (‘Validation and Conflicting Bids’)) where a limit value is applied and Phase 3 WAT agreements (TS054/TS067 ‘Aggregatie’ (‘Aggregation’)) to enable the provision of congestion services at an aggregated level (also for connections smaller than 1MW).
