On Wednesday 9 April, the GMM MFF adopted an update of the Scope & Implementation Strategy for the Collective Congestion Management. As for Allocatie 2.0, we work with so-called tranches. What does the scope and planning look like?
Since 2023, MFFBAS has been working hard with the industry on solutions for Congestion Management. Preparations for the first implementation of the messaging system are now in full swing. For the first phases of the Collective Congestion Management, solutions have been worked out in established topic documents that you can find on the Energiedatawijzer:
- TS047/TS050 ‘Prognoses (+ incentivering)’ (‘Forecasts (+ incentivization)’)
- TS048 ‘Inzicht in’ (‘Insight into’)
- TS049 ‘Transfer of Energy
- TS051/TS052 ‘Validatie en Conflicterende Biedingen’ (‘Validation and Conflicting Bids’)
Solutions still need to be worked out for the following issues:
- TS053 ‘Marktrestricties’ (‘Market Restrictions’)
- TS054/TS063 (‘Aggregatie’’Aggregation’)
- TS068 (‘Exitstrategie’’Exit Strategy’)
Additional Benefit Hypothesis contributed by BRPs
Balancing Responsible Parties (BRPs) introduced an additional topic at the GMM MFF on 9 April. What are the points of attention in an ‘unhappy flow’ for Congestion Management? We will further elaborate on this in a Lean Business Case to be submitted in the GMM MFF on 21 May.
Expected start of implementation of Tranche 1 ‘Insight into’ in Q2
In the first tranche, market parties will implement the message traffic for TS048 ‘Insight into’. We will also start the transition for the application of agreements following TS049 ‘Transfer of Energy’. We expect to start the implementation on 21 May 2025. We are currently working on a final release schedule, which includes a focus on different release lead times, overall portfolio impact, test management and acceptance criteria.
RFC established
A condition for the start of the implementation is that the business requirements specifications (BRSs), the business services and message definitions are adopted on 21 May 2025. In the GMM MFF of Wednesday 9 April, a final Request for Change (RFC) was adopted. The RFC ensures that when redispatch activations are distributed to relevant market roles, the power direction is also included in the message.
